Project Overview
A Collaboration Rooted in Shared Purpose
The Nadoshtin Residence Project is a Cree-owned and-operated permanent camp at the Eastmain-1 site, designed to support Hydro-Québec’s operations while respecting Cree governance and land use.
Developed through a partnership between the CDC and the Wabannutao Eeyou Development Corporation from Eastmain, the project ensures that the impacted community and land users are central to decision-making.
How CDC Made It Happen
To help turn the Nadoshtin Residence Project from concept to reality, the CDC:
- Initiated and led negotiations with Hydro-Québec to create space for a Cree-owned and operated residence at Eastmain-1.
- Structured the partnership with Wabannutao Eeyou Development Corporation, ensuring community leadership in operations and maintenance.
- Guided the formation of the Nadoshtin Residence Corporation, providing expertise in securing financing, navigating regulatory approvals, and building governance frameworks.
- Developed and implemented the Impact Benefit Agreement (IBA), setting enforceable commitments for environmental protection, social responsibility, employment priorities, and support for land users.
- Established the Remedial Works Fund with Niskamoon Corporation, ensuring resources for traditional activities, wildlife regeneration, and long-term sustainability.
- Designed hiring and contracting policies that prioritize Cree candidates and businesses, maximizing local economic benefits.
CDC’s actions ensured that the project not only met operational needs, but also reflected Cree values, priorities, and long-term community interests.
